City Council, at its meeting held on November 16th, 2015 considered
the above noted matter and considered the following resolutions:

No. R-151130-020d was defeated as follows:

"THAT discussion of this
report be tabled until the Special Council Meeting scheduled for December 2,
2015."

No. R-151130-021 was passed as follows:

"THAT
in consideration of Staff Report OP-15-122 respecting Source Separated
Organics, City Council:

1. 
approve maintaining the status quo and awarding RFP 15-08 to Miller Waste
Systems for an estimated cost of $362,000 based on 1,600 tonnes of waste and
RFP 15-10 to Miller Waste Systems for an estimated cost of $667,500 for a total
annual cost of $1,029,500 and grants/revenue of $815,000 for an estimated net
annual cost of $214,500; and

2. 
consider contracting Miller Waste Systems at a later date to collect Source
Separated Organics bi-weekly and deliver it to the Chatsworth - Georgian Bluffs
Biodigester if an agreement can be successfully negotiated with neighbouring
municipalities to overcome the technical and financial issues associated with
this option."

The City of Owen Sound with a population of 21,700 has every-other-week waste collection for most of the City and a full User-Pay garbage collection program.  The City is seeking a contractor to provide services to divert SSO from landfill disposal for a contract term of seven years beginning June 1, 2016.
