Owen Sound Wastewater Treatment Plant Upgrades

Description:  The Owen Sound Wastewater Treatment Plant (WWTP) is one of the few remaining primary treatment plants in the Great Lakes basin.  As a result, the City intends to upgrade its WWTP to secondary treatment using the preselected Bio-Styr Biological Aerated Filter (BAF) technology (Veolia Water) and has retained J.L. Richards & Associates Limited, in association with Conestoga-Rovers & Associates, to provide consulting engineering services in connection with this project. Additional upgrades include ultraviolet disinfection, the provision of additional biosolids storage, and an additional digestor.

The proposed upgrades include new construction, demolition and renovation of existing facilities, earthworks, extensive concrete works, implementation of various pre-selected specialty equipment packages, mechanical works including process piping and HVAC, installation of wastewater treatment process equipment, electrical modifications and improvements, as well as supply and installation of various instrumentation and control panels, etc. The estimated construction value, excluding HST, is in the order of $35 million (including pre-selected equipment). The works are to be completed over approximately 24 months, beginning in mid 2014. Attention to construction sequencing, including phased equipment installation, start-up, and commissioning will be required.

The upgrades also include implementation of a new plant-wide Supervisory Control and Data Acquisition (i.e. SCADA) system, upgrades of existing and new control systems, and various instrumentation (I&C) systems, complete with related drawings and documentation.
